Until the collapse of communism in the early 1990?s, millions of Jews in Eastern Europe and the Soviet Union were denied the freedom to practice their beliefs openly. By the late 1960?s, the Soviet government adopted a harsh, anti-Semitic and anti-Zionist policy, halting virtually all Jewish emigration. Jews around the world put increasing pressure on the Soviet Union to ease restrictions. Emigration resumed in 1987, peaking in 1989-1994 during the break-up of the Soviet Union.
