The text translates in part: Certain elements of the population are still listening to slogans of the enemy. All help or attempt to help the enemy will be rigorously punished. Keeping quiet about enemy soldiers is considered help. Call attention as quickly as possible to parachutists or other suspicious persons. Nancy is a city in Lorraine, France a disputed region up through the mid twentieth century. When Germany invaded northern France in the 1940, they ?returned? both Lorraine and Alsace provinces to German control and combined Lorraine province with the German Saarland.
