The text translates: For the purpose of the protection of the Reich, those who belong to the Lorraine works are obliged to serve. Willingness to work must follow this proclamation and corresponding order. Whoever evades this proclamation will be treated as a deserter. The Chief of the Civil Administration.

Lorraine, in present day France, and Alsace province were disputed regions through the mid twentieth century. When Germany invaded northern France in the 1940, they ?returned? both provinces to German control and combined the Lorraine province with the German Saarland.
