This document, with attached photos, served as a visa granting Herbert, Ilse, and their son Julius Mendel entry into the US without passports. Issued by the US consul in Havana, Cuba on November 22, 1940, the document bears the signatures of Herbert Mendel and the Vice Consul of the US. As natives of Poland, the Mendels fled Germany in 1938. The Mendels spent time in Cuba before they were permitted to enter the US in 1940.
