This letter from the Washington Processing Center invited the Ioffe family to meet with immigration and naturalization officials in Moscow on May 13, 1991. The letter informs them that they need to fill out and bring specific paperwork with them, and if the paperwork is not properly completed, they may encounter problems.

This invitation represents one of the many steps that the Ioffe family took in an effort to immigrate to the US after the collapse of the Soviet Union.
