ORT is a vocational training organization founded in 1880 in Russia. It now (2013) operates worldwide. After the Holocaust, ORT trained tens of thousands of survivors including in Displaced Persons camps.

Vernon P. Shook, the baby's father, was Director of the Welfare Program for the Italian Mission of UNRRA (United Nations Relief and Rehabilitation Administration).
